What is the Center for Development and Competition Studies?

The Center for Development and Competition Studies (BANAELC) is a non-governmental research and consulting organization dedicated to addressing governance and regulatory challenges in Iran’s private sector. Its mission is to bridge gaps between private enterprises and government policies, fostering competitive and innovation-driven market while minimizing counterproductive regulatory practices. By taking this approach, BANAELC seeks to align Iran’s economic practices with global standards while addressing the unique needs of the country’s evolving economy.

Although formally established in 2021, BANA began its journey as a think tank in 2019, when a group of experts from prominent universities such as Sharif University of Technology and the University of Tehran came together. Drawing on their backgrounds in economics, policy, and research, they laid the foundation for the center’s mission to enhance competition in the market and drive economic development.

BANA’s activities encompass in-depth research, the development of  regulatory strategies, and advocacy for competition policies across digital and traditional markets. The Center facilitates dialogue between the private sector and policymakers by translating complex market challenges into practical, solution-oriented proposals. Over the years, BANA has undertaken numerous foundational and policy-oriented research projects that tackle inefficiencies in the economy and markets.

In addition to research, BANA places significant emphasis on education and advocacy. It has organized seminars and hosted forums to address issues such as competition and monopoly in digital markets. Notable initiatives include hosting the "First Specialized Regulatory School" in February of 2022, “Seminar on the Regulation of the Financial Markets” in November of 2022, “Competition Law, Policy, and Regulation School” in May of 2024. These programs aim to enhance both public and professional understanding of competition policies and regulatory practices, empowering stakeholders to better navigate Iran’s economic landscape.

BANA has also collaborated with companies in the online ride-hailing and food delivery sectors, as well as fintech firms, providing legal support in cases involving anti-competitive practices before Iran’s Competition Council. It has assisted fintech companies with market analyses and strategic planning for growth. Additionally, BANA has worked with public and private organizations to investigate various markets, including digital markets and the telecommunications sector, focusing on market concentration and competition dynamics.

Through these efforts, BANA demonstrates its commitment to addressing economic challenges, strengthening governance frameworks, and fostering a culture of innovation and fair competition. By promoting effective regulatory practices, the Center strives to contribute to sustainable economic growth in Iran’s dynamic market. Its work emphasizes modernizing Iran’s economic policies to address structural, legal, and institutional gaps, encouraging innovation and ensuring fairness across the economic landscape.
